The Nemkhav Federal Assembly is the name for the unicameral legislature of the Nemkhav Federation. It is a unicameral legislature composed of the House of Territories, with plans in place for a second house, the House of Representatives, which would be elected by the people directly. Within the former MPs are the Monarchs, Governors, Prime Ministers and Presidents of each Territory within the Federation.
There are very few actions that can be carried out without the approval of the Assembly, namely the House of Territories. Among the actions which require a vote in the Assembly are:
- Declarations of War
- Extending of diplomatic relations
- Severing of diplomatic relations
- Declaring a state of emergency
- Calling up the Nemkhav Defence Forces
All decisions in the Assembly are made by a simple vote, the majority wins. An exception to this is the action of calling up the Defence Forces, in which case three quarters of the members of the House of Territories must be in favour.
House of Territories
The House of Territories of the Nemkhav Federation, formerly the House of republics and Provinces, is the upper house of the bicameral legislature of the Nemkhav Federation. It is composed of the leader of every Province, Republic and Monarchy within the Federation. The House functions as the true law-making body within the Federation.
The former trend suggests that political parties will play little role in the House of Territories, prominent politicians reasoned that because the representatives in the House of Territories arent always elected, Political Parties wouldnt arise. However, as time has proved, this is not true. Three Parties, the Conservative Party, the Vanguard for Freedom and the Socialist Unity Party (Or simply SUP) came into play late in 2011. However the SUP joined the Democratic Revolutionary Front and due to a string of state departures the other two parties in the House fell into inactivity; thus leaving the DRF as the only party in the House. The DRF later became the Union of Nemkhav Communists and currently holds 3 of the 6 seats in the House, the other 3 being held by the refounded Vanguard for Freedom.
House of Representatives
The House of Representatives is a planned House which is to be elected by the people. It was originally created at the Federation's founding, but soon grew inactive.
Joint Commitees are Commitees created for a specific purposes composed of members of the House of Territories. At the moment there are no active Parliamentary Commitees and there never have been any.
Joint Committees may be created by a motion of parliament or a presidential decree.
