The Republic of Novomir (German: Republik Nauermark), known locally as "Novomir", is a micronation located on the Island of Ireland. It is a State of the Nemkhav Federation and the site of the foundation of the original Nemkhav nation in July 2009. It has existed throughout the history of Nemkhavia in different forms. Adopting the original name "Home Province" upon the foundation of the original Imperial Republic, the Republic of Novomir is the latest and most successful incarnation of the State.
The Republic is the capital territory of the Nemkhav Federation, with the state capital, Paterstadt, functioning as the Federation's ceremonial capital. It is the home of various organs of Nemkhavia's Government, including the Office of Prime Minister and the Nemkhav Federation's Ministry of Public Security & the Borders.
Novomir is a bilingual nation, with English and German holding co-official status. It is one of two Nemkhav states with German as an official language, alongside the Lewisham Democratic Republic.
The territory now known as the Republic of Novomir was founded as the "Home Territory" of the Imperial Republic of Nemkhavia upon the foundation of the nation on July 31st 2009. It was quickly established as the political centre of Nemkhav affairs as the home of many historical locations, including the Old Palace at Paterstadt and the old machine works at Astor Patrograd. The State can claim to have survived through all the different incarnations of Nemkhavia, having served as both administrative centre and state in its own right since the founding.
Novomir in its own right began during the first year of the Second Nemkhav Federation. Founded after the Skajackan Democratic Republic project failed to bring increased individuality to the old homeland, the German-speaking state was the final and ultimately most successful attempt to bring a unique culture to a land that had for so long been in the shadow of the greater nation.
Since its foundation, Novomir has become a respected centre of micronational development. The state government has been pioneering new laws in the area of animal welfare, as well as being the home of an increasing information technology industry.
Government and politics
Novomir is a parliamentary Republic and a State of the Nemkhav Federation. The political scene is largely dominated by the Communist Party of Novomir, which currently holds a high advisory role in political affairs. The political system, however, is not socialist in character.
The main legislature and governing body of the Republic is the State Diet, known in German as the "Landtag". This body is tasked with drafting and approving legislation and ensuring that the people of the Republic are best represented at all times. It is common convention that all Ministers also hold seats in this chamber, which means that the number of seats can change fluidly according to the government situation of the time. The Landtag is largely a-political, with the members rarely if ever taking membership of a political party. The CPN is not recognised as an official state entity and thus has no comparable power alongside the Diet. The State Diet is based in the Landesregierung (State Government) offices in Paterstadt.
The main political position in the Republic of Novomir is that of the Chancellor, better known as "Der Kanzler". This person is head of the State Diet and thus of the State Government, making the two terms synonymous for all intents and purposes. The Chancellor is the chief executive of the Republic, overseeing the day to day running of the nation and reporting to the Federal Assembly of the Nemkhav Federation. The position is one of the most powerful in the nation, with the Chancellor having almost unequalled control over legislation. The Chancellor is based in the Chancellery, in Paterstadt. The current holder of the position is Marka Mejakhansk.
Constitutionally, the High Authority (Hohe Behörde) is the highest political position in the Republic of Novomir. While legislative power is vested in the State Diet and the Chancellor, the High Authority has the final word in all matters pertaining to the Republic itself. The Authority is generally seen as the champion of home affairs in Novomir and can veto any legislation which effects the Republic. It is common convention that the Authority is kept separate from the Chancellor in terms of powers where possible, with the former dealing with internal operational affairs while the latter is tasked with most other objectives.
The Republic of Novomir's territory is made up of two areas of land, both alike in terms of climate but notably different in terms of geographical makeup. The main claim, known in Nemkhav as "Skajacka", or "Homeland", is made up of mostly urban areas with small, maintained green spaces and parks. The main green area is located to the east of the capital city, Paterstadt, and runs to the eastern border. This area is mostly composed of grassland as well as isolated pockets of trees. At the eastern border, there is a notable tree which is the tallest in the Republic, at an estimated 70 feet high. The western side of the capital city has manicured grassland which is maintained as a symbol of the Republic
The second main area of the Republic's territory, named "Cooley", is far to the north of Skajacka. This area is made up almost exclusively of wild grassland and forest. A river runs across the territory's northern border before returning to the adjacent nation. The forest to the east is almost entirely impassable for most of the year, usually only being ventured into by specially equipped teams. Near the river there is the only major settlement in the area, named McKevitt Station, which is uninhabited for most of the year.
The Republic's climate is identical to that of the neighbouring macronation. Weather is mild across both areas, with rainfall being quite common. Both parts of the Republic are considerably above sea level and as such they can be open to harsh weather conditions. Cooley in particular is victim to harsh weather as it faces onto the sea. Temperatures in both areas can range from over 30 degrees Celsius in Summer to -10 in Winter. Snow is uncommon but it has been known to occur, particularly in the Winter of 2010/2011 which saw freezing conditions grip the Republic and brought the capital city to a standstill.
The Republic is divided politically into two sections, termed "Cantons". This is the case in order to facilitate the best running of what are very different areas in terms of political, social and economic needs.
The first of the two claims held by the Republic is named "Skajacka" Canton. In the native language of Nemkhavia, "Skajacka" refers to the term "Homeland". Skajacka is my far the more economically and politically developed of the two areas, being home to the capital city, Paterstadt and a large potion of the Republic's metropolitan infrastructure. This Canton is also home to 100% of the Republic's permanent population.
The second of Novomir's claims is a large distance north of Skajacka and is almost entirely made up of countryside. The administrative capital of this Canton, McKevitt Station, is rarely inhabited and is usually only made us of by groups of tourists from the southern territory. The main export of Cooley is tourism and leisure activity, with holidays for citizens and foreigners alike being regularly held. It is a known relaxation spot for high-up Novomiri politicians.
