Ricardo "Harpier" Oviedo, IOB, OTN, known as Rhaegal Velaryo in Lycem is a Sabio-Lycene politician, King of Lycem and Governor of Sabia and Verona. He is also the Head Editor of the independent firm Demon.ink. His tenure as King of Lycem was interrupted during April to August 2013 due to the proclamation of a Lycene Republic and its dissolution following a fall into inactivity. He reclaimed the royal titles of Lycem in September 2013.
In the past, he has held high charges in many micronations, most of which were leaded, fouded or co-founded by him. These micronations of ephemeral nature have received the name of "Garrshirians", alluding to Oviedo's former micronational name, Richard Garrshire.
Oviedo was born in Hamburg to a Venezuelan father and an Argentine mother, a linguist and a biologist. Son of unmarried parents, he moved with his mother to Mérida where he settled with her, who later married a university teacher and moved to a more central part of the city. He is of Costa Rican and Wayuu descent by his father and Argentine (3rd class Basque-Catalan) descent by his mother.
Sabia and VeronaFrom the foundation of Sabia and Verona and the first meeting of the Legislative Courts in October 18, 2012, Oviedo has leaded and monitored each of the governmental activities in Sabia and Verona. As Governor, he is direct speaker of the King in Sabia and Verona. The role of Governor has increased its importance since it was first declared by the King of Juclandia as the main political office in the Juclandian overseas territories. In the beginning, he was linked to the Socialist Party, but with the new laws that came with the Karasal Treaty he was to renounce political allegiances. His term concluded the 20th of April of 2013. After stepping down as Governor, he founded the pacifist satire Strawberry Party of Sabia and Verona, which participated in the May 2013 general elections with Ryam Piper as candidate. Soon after the general election, Oviedo along with other Strawberry Party members got involved with the leadership of the Free Suyu Front (FSF). Roots Party. This party grew to become the second largest political party in Sabia and Verona, thanks to the success of the union of the two original parties. Oviedo however left the party after the merger. On October 2013, Oviedo was re-elected by the King of Juclandia as Sabia and Verona's governor for a second six-month term.
On December 20, 2012, the Realm of Lycem is born. He was declared Kəmireżu (lit. "Red King") and rules as an absolute monarchy. He leads the nation's main affairs in economy and foreign politics. As Governor of Sabia and Verona and sovereign of Lycem at the same time, he sees the benefits of having both nations limiting and begins economical trade between them. His coronation is held in Sabia on December 25th, where he performs a surukaemınar that would be documented in photographies and later publicized as part of the culture of the newly founded nation. His title would later be changed to Cenna, Sabian word for "that who guards" or "that who leads". His regnal name in Lycem was Haerpyer Velaryo (). In April 20th of 2013 when Lycem held its 4 months anniversary, he officially renounced to all of his titles and positions and a democratic government was created. The Realm of Lycem became the Lycene People's Republic. The Lycene People's Republic however proved to have an unneffective political system. It fell into inactivity, both socially and politically. On the last meeting of the Metropolitan Assembly of Lycem, it was agreed to disestablish the People's Republic. Lycem was officially disestablished on June 3, 2013. In August 2013 however, Velaryo announced he intended to reclaim his titles and rule over Lycem once again, which was finally completed on August 29, 2013. He took a new regnal name, Rhaegal Velaryo. During this term, Lycene art and mythology flourish.
Personal life and Political views
Oviedo is located in the category of "Activist" in the Political compass. Though mostly he supports democratization of monarchies, micronationally, he sees Absolute monarchy as a working system in micronations with small population or inactive citizens. Apart from his native Spanish, he is fluent in English and speaks some Norwegian, Sabian and Pashqar. He is an Atheist, and follows the ideal of the Church of the Pahun.
Critics and controversies
He has been criticized and accused of being islamophobic, thanks to his condemnations towards Arab states regarding human rights issues. Although leaning left on the political compass, he has been categorized as Conservative. His former sock-puppeting attitudes and instability have given him critics and bad reputation. On July 8, 2012, he issued a public apology to the MicroWiki community, specifying some of its members for his former attitudes towards them, the community and the integrity of the Wiki. The apology received various responses, from acceptance and pardon to discontent, and it was seen as an act of immaturity by many, in the way it was satirically written.
